How do I keep the curls but lose the frizz?

My long hair has cute spiral curls underneath, but is rather straight on top (crown). I pulled the top section back in a barrette to show off the curls, but there is so much frizz surrounding those spirals that they aren’t as pretty as I would like. The frizz consists of shorter, wiry hairs. If I use a smoothing product or comb the straighter hair down over it, I’ll lose those curls, which is an ok style, but I want to go curly for a change.
Ok, well I guess I should mention I’m not actually African-American. I’m caucasion. I just have this Avitar because I think it’s groovy. That detail might affect what products and advice you give me.
